State ratification of the Constitution was hampered by the absence of a "bill of rights." Despite the heated debate, the new administration's structure wouldn't be finalised for another four years. The Federalists disregarded a bill of rights because they thought it was superfluous.

The largest challenge is persuading the Anti-Federalists to support the Constitution's ratification. A bill of rights was the principal demand of the anti-federalists, but it wasn't granted until much later. The Constitution was backed by almost every state once a bill of rights was included.
