The Tenth Amendment, passed by Congress in 1789 and ratified in 1791, is the last of the Constitutional Amendments known as the Bill of Rights. Unlike some of the other early amendments, it is only one sentence long. However, that single sentence grants state governments all powers not expressly granted to the federal government by the Constitution. However, as broad as this appears to be, the Supreme Court's interpretation has placed some limits on state power.
