Both the Incan Empire and the Aztec Empire had comparable social class hierarchies. Emperors from royal families who inherited their positions ruled both empires.
The heavenly king or priest was given authority to rule under the Aztec theocracy. The Incas, on the other hand, dominated the empire through bureaucracies and their administrative and military offices. The Aztecs did less in this area than the Incas did in their attempts to unite their empire as a whole and establish an overarching political state. Instead of the disintegration of power that was typical of Mesoamerica, a few of fairly large states continued to be significant in the Andean zones.
