Well things were getting better from what is stated and that can mean that Texans and many other people overall who were following this story or whatever they were doing to keep up with the news about this were happy. The reasoning to being happy about all of what Sanata Anna was willing to make the reforms is that it would change certain things which could mean to some people a lot or a little depending on their interests. At the end everything about the reforms would be a good thing in the end unless people hated her and what she was trying to do but from the point perspective this text is being stated from we can say the things quoted and that since the reforms continued when the Mexico Officials sent Almonte on a inspection tour to Texas in 1834 he saw that everything was quiet and that Texas was doing better and better he urged to continue the reforms which was a good thing.
