In Brown vs Board of Education, the court decision required the desegregation of public school with all deliberate speed. As a result to implement the decision, Congress did delay in passing a Civil Rights Act that outlawed discrimination based on color, race, sex, religion, or national origin. Eventually the act was passed in 1864, ten years after Brown. The delays were caused by opposition of people from the southern states and violence erupts when black students try to attend white schools.
