In 1981, Representative Shirley Chisholm proposed a law titled "The Farmworkers' Bill of Rights." The bill addressed the issues of low pay, poor housing, and health and safety. But instead of using the law to force employers of farmworkers to pay higher wages, provide better housing, and ensure that workers were safe in the fields where they worked, Representative Chisholm used a different strategy. She proposed that the fruits and vegetables produced by growers who treated their employees well in these areas be identified in stores with a special label. Consumers could choose to buy only products these growers brough to the market. The growers that did not participate would lose sales.
