Dwarf planets, like any other planets, can have moons. This can be caused by CMB (Cosmic Microwave Background) radiation; particles and other forms of debris can be emitted through the vacuums of space to form moons. Scientists found that Pluto, although it is a dwarf planet, has four smaller moons. Many other dwarf planets have smaller moons, and it is possible for moons to form on dwarf planets.
