Yes we can say that Naomi would have the responsibility of trying to understand the specific details of this contract before she would decide to lend her friend the money.

Why Naomi has to lend her friend the money

The reason why Naomi would have to lend the money is that as the lender, when her friend pays her back the money she would have earned interest on the money that was lent to her. Hence Naomi would be a 140 dollars richer based on this.

Naomi needs to be able to understand all of the terms that has to do with the money especially when it comes to the payment and the interest during payback. They could have this in writing as well.
