John Locke believed that the government should only govern with the consent of the people, and that by taxing the people without a representative, the governed were not giving the government permission.
With his 'social contract,' John Locke believed that citizens of a country had the right to dissolve the government if it betrayed their rights, so because Britain was taxing the 13 colonies while providing no representation, i.e. was not democratic, the colonists had the right to rebel. The use of the phrase "no taxation without representation" eventually led to the Second Continental Congress writing the Declaration of Independence in 1776.
