Ten percent of southern voters in each state had to swear allegiance to the Union before Abraham Lincoln would allow them to establish a new state government.
Because the American government did not wish to readmit the Confederate states to the Union after the American Civil War, there was a need for the South to be rebuilt. The Congress, on the other hand, believed that Abraham Lincoln was being too lenient on the former Confederate States and did not agree with his ways.
The Radical Republicans, who controlled Congress, sought to punish the South for the recession. They therefore completely disagreed with Lincoln.
