EXPLORING THE ESSENTIAL QUESTION
SIMULATING You will be taking part in a simulated committee hearing on the bill. Some students in your class
will play the roles of committee members; others will be witnesses who testify on the bill.
. Witnesses If you are testifying, decide whether you support or oppose the bill. Prepare a two-minute
statement advocating for that position. When you begin to testify, clearly state your position. Then give
evidence and arguments to support your view. Finish your statement by restating your position and asking
committee members to vote with your position.
Committee Members If you are a member of the committee, develop questions to ask the witnesses. After all
the witnesses have testified, you will vote with other committee members, explain which testimony was most
persuasive, and clarify the reason for your vote.
