I live in a city where an ordinance has been passed saying no water must be used for watering lawns or flowers. I have a flower garden and I feel that most people will obey the ordinance, and since the amount of water I use will—by itself—be negligible, no harm will really be done if I use the water. So I use the water, producing beautiful flowers which give momentary pleasure to people driving by. Have I acted morally? Why or why not?
