QUESTION 1:
Read the following selection and then answer the question.

Water. It's vital to our lives. It keeps us hydrated and clean, is essential for food production, and is even the focal point during a relaxing vacation at the beach or lake. But when there's too much, water can be devastating. On June 22, 2013 and the days following, floodwaters ravaged downtown Calgary in Alberta, Canada, and took over the area. More than 100,000 residents were forced to evacuate the "Stampede City" and nearby towns. In the midst of the disaster, a new NASA camera aboard the International Space Station (ISS), called the ISS SERVIR Environmental Research and Visualization System (ISERV), snapped 24 images of the flooded area. The ISERV team sent photos of the scene to Canadian officials to help with response and assessment.

QUESTION 2:

In 2008, Panama became the first country in the Americas to enact a complete ban on all advertising, promotion, and sponsorship of tobacco products or TAPS. According to estimates, TAPS bans can decrease tobacco consumption by 7 to 16%. The Panamanian law not only prohibits national media and billboard advertisement but also commercials in international media originating outside the country, the distribution of products with tobacco brand logos, sponsorship of sports teams, promotional price discounting or product placement in television and motion pictures. The ground-breaking legislation also restricts advertising and marketing at the point of tobacco sale, an element often not included in bans adopted by other countries.
