Similarity:

In both the construction steps we use an arc to make a circle with two points as the center and take the intersection point.

Difference:

The segment bisects connects two intersection with the length of the segment as the radius and the angle bisector connects one intersection with the corner vertex with the distance between the intersection on both sides as the radius.
