MY ANSWER: Because if the compass opening were to not be greater then 1/2 the length of the segment the circular arcs that were drawn using a compass won't meet each other.
2. When constructing an angle bisector, why must the arcs intersect?
MY ANSWER: They must intersect in order to connect to the vertex of the angle. If the two arcs were to not intersect, we won't have a point to connect to the vertex.
