Who was exempted (excused) from these limitations according to section 5? Males born before January 1, 1867 who were entitled to vote and direct descendants of them.

How would this law impact social, political, and/or economic freedom? Economic freedom would be impacted big time because this law is controlling their right to vote through the government. Its stating they can vote but they have to pay their poll taxes, but if their a male born before January 1, 1867 thats entitled to vote or direct descendants of them they can vote regardless of paying the poll taxes
