The House of Representatives takes a more formal approach to making laws than the Senate because it has something called the "Manual." This Manual contains rules and structures that are meant to government House of Representatives members when they make arguements and when a law is to be passed.

The Senate has its own rules of procedure but these rules are more lenient than that of the House of Representatives. It is perhaps for this reasons that Senators can have filibusters where they talk and delay the passing of a bill.
